One of the best things about the Philippines is how welcoming it is. Most nationalities get a 30-day visa-free entry upon arrival.
The "Perpetual Tourist"
You can extend your tourist visa repeatedly at any Bureau of Immigration office for up to 36 months without leaving the country. It's a simple, albeit slightly costly, process of paying extension fees every 1, 2, or 6 months.
SRRV (Special Resident Retiree's Visa)
For those over 50 (and sometimes younger), the SRRV offers permanent residency, multiple-entry privileges, and exemption from travel tax. It requires a time deposit in a Philippine bank.
13A Visa (Marriage Visa)
If you are married to a Filipino citizen, you are eligible for the 13A probationary resident visa, which converts to permanent status after one year.
